Thug Oifig na nOibreacha Poiblí an Scéim Mionoibreacha Maolaithe Tuilte agus Cosanta Cósta (Scéim na Mionoibreacha) isteach in 2009.
Is é cuspóir Scéim na Mionoibreacha maoiniú a chur ar fáil d’Údaráis Áitiúla chun tabhairt faoi staidéir agus/nó oibreacha laistigh dá limistéir riaracháin le haghaidh:
Tá trí chatagóir leathana tionscadal maoinithe faoi Scéim na Mionoibreacha: staidéir, oibreacha, nó staidéir agus oibreacha gaolmhara. De ghnáth bíonn feidhm ag Scéim na Mionoibreacha nuair is féidir réiteach a aithint go héasca agus a bhaint amach laistigh de thréimhse ghearr ama.
Tá an Scéim ar fáil freisin d’údaráis áitiúla chun bearta eatramhacha a thabhairt isteach do na pobail sin, i gcás ina bhfuil scéim mhór cosanta tuilte beartaithe, ach nach bhfuil sí críochnaithe go fóill. Ní bhreithneofar iarratais ar bhearta eatramhacha ach suas leis an am a dhéantar iarratas ar thoiliú pleanála le haghaidh mórscéime.
Tá an tÚdarás Áitiúil freagrach as an tionscadal a chur i gcrích, lena n-áirítear gach toiliú riachtanach a fháil agus a chinntiú nach mbeidh na hoibreacha beartaithe ina gcúis le rioscaí tuilte/creimthe in áit eile.
Ní áirítear an méid seo a leanas i maoiniú faoi Scéim na Mionoibreacha:
Faoin Scéim, breithnítear iarratais ar mhaoiniú, ó Phríomhfheidhmeannach Údaráis Áitiúil nó ó Stiúrthóir Seirbhísí, do thionscadail suas le €2 mhilliún an ceann, agus déantar staidéar ar suas le €750,000 an ceann.
Is é 90% don chéad €300,000 a ceadaíodh ranníocaíocht Oifig na nOibreacha Poiblí le tionscadail cheadaithe agus méadaíonn sí go 95% do chomhardú an mhaoinithe cheadaithe os cionn €300,000 suas le €2 mhilliún. Is ar an Údarás Áitiúil atá an fhreagracht i gcónaí aon chaiteachas ar thionscadail os cionn na dteorainneacha ceadaithe (agus méideanna ceadaithe le haghaidh iarratais aonair) a sholáthar óna n-acmhainní féin chun an staidéar/na hoibreacha a chur i gcrích.
Déanann Oifig na nOibreacha Poiblí measúnú ar iarratais ag féachaint do chritéir shonracha, lena n-áirítear critéir theicniúla agus eacnamaíocha araon don tionscadal foriomlán. Áirítear leis na critéir eacnamaíocha na hoibreacha a bhaineann cóimheas costais sochair 1 nó paireacht amach, agus na luachálacha forordaithe don scéim á n-úsáid.
Tá an próiseas iarratais agus ceadaithe faoi réir an méid maoinithe atá á lorg agus an chineáil oibreacha. Maidir le staidéir agus oibreacha suas le €750,000, ar a dtugtar tionscadail Bhanda 1, tá dhá fhoirm iarratais ann, ceann amháin do thionscadail a bhaineann le tuilte (cósta agus neamhchósta) agus foirm ar leith do thionscadail a bhaineann le creimeadh cósta. Déanfaidh Oifig na nOibreacha Poiblí measúnú ar iarratais ar thionscadail Bhanda 1 de réir chritéir na scéime, ag féachaint don chlár náisiúnta do scéimeanna cosanta tuilte agus don obair atá ar bun ar Straitéis Náisiúnta um Bainistiú Athruithe Cósta a fhorbairt.
I gcás na n-oibreacha sin (staidéar agus oibreacha) do thionscadail maolaithe tuilte os cionn €750,000 suas le €2 mhilliún, ar a dtugtar tionscadail Bhanda 2, cuirtear creat rialachais trí chéim i bhfeidhm:
Ag gach tairseach, déanfaidh Oifig na nOibreacha Poiblí measúnú ar iarratais ar thionscadail Bhanda 2 de réir chritéir na scéime agus an chláir náisiúnta um scéimeanna cosanta tuilte agus na hoibre atá ar bun chun Straitéis Náisiúnta um Bainistiú Athruithe Cósta a fhorbairt. Coinneoidh Oifig na nOibreacha Poiblí na critéir do Scéim na Mionoibreacha faoi athbhreithniú.
