Shannon River Basin District Flood Relief Scheme Information

The Office of Public Works (OPW) is responsible for leading and co-ordinating the implementation of localised flood relief schemes to provide flood protection for cities, towns and villages, either directly or in association with relevant Local Authorities. This report page identifies the main schemes underway or completed under the OPW flood relief capital works programme. It does not include projects completed by Local Authorities under the Minor Works Scheme or certain other works undertaken directly by Local Authorities within their own works programmes.

Flood Relief Schemes are typically developed as follows:

  • Progress a Flood Relief Scheme - this is where OPW and the Local Authority are preparing a tender brief in order to appoint a Consultant.
  • Stage I - Scheme Development and Preliminary Design
  • Stage II – Planning Process or Public Exhibition / Confirmation
  • Stage III – Detailed Design
  • Stage IV – Implementation/Construction
  • Stage V – Handover of Works

This list sets out the main schemes identified by the CFRAM programme, which are to be progressed in the future and will be funded under the Office of Public Works’ flood relief capital works programme.

The proposed measure for Ballylongford that may be implemented after project-level assessment and planning or Exhibition and confirmation might include: Construction of 800m of new flood defence walls and 1,200m embankments as will eliminate the flood risk within the AFA for the 0.5% AEP coastal event and the 1% fluvial AEP event. Existing arterial drainage maintenance scheme will need to be maintained as part of this option.
Portumna Flood Relief Scheme Galway Progress the development of a Flood Relief Scheme for Portumna Progress the project-level development and assessment of a Flood Relief Scheme for Portumna, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed measure for Portumna that may be implemented after project-level assessment and planning or Exhibition and confirmation might include; Construction of a 434m new flood defence wall and an 870m embankment. Installation of a simple flood-forecasting unit, including an addition of telemetry to an existing hydrometric gauge to send warning messages when water level reaches a specified trigger point. Public awareness . Raised road level over a length of 20m along the north of Portumna Harbour. Vertical Sector Gate to act as a barrier to flooding across the entrance to Portumna Harbour to prevent the inlet receiving flood water directly from the Shannon. The structure would consist of a set of gates which could be closed after a flood warning, and open during normal conditions to allow the passage of boats. Maintain existing flood defences.

The proposed measure for Birr that may be implemented after project-level assessment and planning or Exhibition and confirmation might include; Construct 591m of new flood defence walls. Installation of a simple flood forecasting unit, which includes the addition of telemetry to an existing hydrometric gauge to send warning messages when water level reaches a specified trigger point. Targeted public awareness.
Askeaton Flood Relief Scheme Limerick Progress the development of a Flood Relief Scheme for Askeaton Progress the project-level development and assessment of a Flood Relief Scheme for Askeaton, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed measure for Askeaton that may be implemented after project-level assessment and planning or Exhibition and confirmation might include: Construction of 968m of new flood defence walls and 405m of new flood defence embankments; Increased conveyance from the tributary to the River Deel. This tributary is located upstream of the town centre and flows into the River Deel from the West. This involves widening and deepening approximately 30m of the tributary channel and replacing 130m culvert linking the tributary to the main channel. The replacement culvert would flow underneath the road and the Aeroboard factory premises, and requires a new headwall at the upstream extent to prevent overtopping. The existing arterial drainage scheme needs to be maintained as part of this option.
Listowel Flood Relief Scheme Kerry Progress the development of a Flood Relief Scheme for Listowel Progress the project-level development and assessment of a Flood Relief Scheme for Listowel, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed measure for Listowel that may be implemented after project-level assessment and planning or Exhibition and confirmation might include: Increase the height of 0.9km of existing embankments and raise approximately 30m of road in order to eliminate flood risk to the properties within the 1% AEP event. Flood forecasting to allow the community/local authority to ensure that the amenity walkway along the river is cleared and appropriate pedestrian diversions are in place. Existing maintenance regime for the Feale along with a maintenance programme for the improved and existing defences.
Athleague Flood Relief Scheme Roscommon Progress the development of a Flood Relief Scheme for Athleague Progress the project-level development and assessment of a Flood Relief Scheme for Athleague, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed measure for Athleague that may be implemented after project-level assessment and planning or Exhibition and confirmation might include: Construction of a 190m new flood defence wall, 340m embankment and a floodgate to defend properties. The introduction of the above flood defences and their location will interfere with existing drainage. Current flood surface water drainage flows directly in the Silver Stream. During flood events the Silver stream acts as a flow path for flood waters from the River Suck. A series of sewers, non-return valves and a pumping station will be required to ensure that pluvial flooding is also reduced. This would have additional benefits which are not captured within the CFRAM process. The costs of the required upgrade sewer have not been included in the costing for this measure.

The proposed measure for Roscommon that may be implemented after project-level assessment and planning or Exhibition and confirmation might include; Construct 2,065m of flood defence walls and 350m of flood defence embankment; Upgrade existing culvert along N63 Galway Road at Ballinagard tributary; Public awareness.

Maintain existing flood defences and arterial drainage scheme in the Boyle AFA. Promotion of Individual and Community Resilience.
Dromod Flood Relief Scheme Roscommon Progress the development of a Flood Relief Scheme for Dromod Progress the project-level development and assessment of a Flood Relief Scheme for Dromod, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed measure for Dromod that may be implemented after project-level assessment and planning or Exhibition and confirmation might include; Construction of 368m of new flood defence walls, 263m of new embankments, and a 13m flood gate to defend properties. Flood forecasting. Promotion of Individual and Community Resilience.
Roscrea Flood Relief Scheme Tipperary Progress the development of a Flood Relief Scheme for Roscrea Progress the project-level development and assessment of a Flood Relief Scheme for Roscrea, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed measure for Roscrea that may be implemented after project-level assessment and planning or Exhibition and confirmation might include; Construct 630m of new structural flood defence walls and 213m of flood defence embankments.
Newcastle West Flood Relief Scheme Limerick Progress the development of a further Flood Relief Scheme for Newcastle West to augment the existing Scheme Progress the project-level development and assessment of a further Flood Relief Scheme for Newcastle West to augment the existing Scheme, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed further measure for Newcastle West that may be implemented after project-level assessment, planning or Exhibition and confirmation might include: Construction of 851m of new flood walls and 284m of new flood defence embankments; Existing regime is to be maintained.
Foynes Flood Relief Scheme Limerick Progress the development of a fluvial Flood Relief Scheme for Foynes to augment the existing coastal Scheme Progress the project-level development and assessment of a further fluvial Flood Relief Scheme for Foynes to augment the existing coastal Scheme, including environmental assessment as necessary and further public consultation, for refinement and preparation for planning / exhibition and, if and as appropriate, implementation. The proposed further measure for Foynes that may be implemented after project-level assessment and planning or Exhibition and confirmation might include: A 1.26km long quay/sea wall is required to defend the AFA from the 0.5% AEP event. Floodgates would also be required at a number of locations along the wall to maintain access to the port. It is important to note that the exact positioning of the wall would need to be determined during detailed design stage following consultation with all the relevant stakeholders, as there are a number of pipeline and other utility services within the working corridor of the proposed defence wall. An improved outfall structure is required on the Foynes River where it discharges at the quay, to prevent tidal ingress. It was noted at the Public Consultation Day in Foynes during the Draft Flood Mapping stage that "the sluice gate at this location is not currently maintained and there is silt build up, maintaining and removing the silt would help reduce flood risk". Therefore, this measure should be an improved sluice or flapped outfall arrangement with an accompanying active inspection and maintenance regime. A 37m long flood defence wall with a typical height of 0.6m above ground level. A 85m long flood embankment with a typical height of 1m above ground level. The existing arterial drainage maintenance scheme will need to be maintained as part of this option.
