Background Information

In 2012, to address flooding issues nationally, the Office of Public Works (OPW) commissioned and completed Catchment Flood Risk Assessment and Management (CFRAM) studies covering the entire country reviewing 300 flood-prone sites. An output of the flood study identified 118 at risk areas, including Kenmare. The plan also set out the measures and policies to be pursued in order to achieve the most cost effective and sustainable management of flood risk.

The OPW in partnership with the Local Authorities, commissioned and completed the Southwestern Catchment Flood Risk Assessment and Management (CFRAM) study in 2018. The South-Western CFRAM Study Area is made up of five hydrometric areas which are grouped into Units of Management (UoMs), Kenmare Town and its environs is included in the Dunmanus-Bantry-Kenmare River Basin (UoM21).

The CFRAM flood relief measures put forward for Kenmare included removal of existing combined sewer pipe under the Finnihy Bridge, flood walls & embankments along River Finnihy and Kealnagower/ Lissaniska and tidal flood defences comprising of walls, embankments, removal of barriers and road raising. Following the launch of the CFRAM Study findings, as part of the Government’s National Development Plan 2018-2027, almost €1 billion was committed for investment into flood relief measures across the country.

Subsequent to this commitment in May 2022, Ayesa were appointed Engineering Consultants, and Environmental Consultants, to develop a scheme that is technically, socially, environmentally and economically acceptable.The CFRAM scheme option, along with other potentially viable options, will be subject to further assessment as part of this project. It is worth noting that potential measures identified in the CFRAM option may not form part of the final preferred scheme.
