Springfield FRS - Progress Update July 2023

Construction work on site is now in the final stages with fencing, drainage channels, ramps, lighting, hydroseeding, landscaping, hedge planning, stairs and handrails being some of the remaining activities. The Project is anticipated to be completed by the end of August 2023.

The Pump Station was successfully commissioned in July 2023 and training was provided by the pump Supplier/Agent to the Clare County Council staff. The dual pump set has a combined capacity of 4,800 m³/h.

The scheme consists of the construction of an 850m long flood defence embankment across the floodplain at Cappavilla North and Illaunyregan, a pumping station, culverts with sluice gates, land raising at Cottage and associated drainage, fencing, storage works.

Project documentation such as Operation & Maintence Manuals, As-constructed drawings and other Safety File documentation are in progress for the closing stages of the Works component of the project.

Ground water monitoring activities are ongoing, and a geophysical survey has been completed. Environmental monitoring is still ongoing until the construction activities on site ceases.

Clare County Council continue to engage with all local representatives and stakeholders to ensure that this project is delivered to a high standard and with the minimum impact on the local community.

Springfield FRS - Progress Update April 2023

Construction work is well advanced on the Springfield Flood Relief Scheme and the project is now 95% complete. The scheme has been designed by engineering consultants ByrneLooby on behalf of Clare County Council with the assistance of the Office of Public Works. The OPW are funding the project as part of their commitment to the provision of capital funding for flood schemes under the National Development Plan. When completed the scheme will provide flood protection to 21 properties that experienced a flood event in the past or are in danger of flooding.

The scheme consists of the construction of an 850m long flood defence embankment across the floodplain at Cappavilla North and Illaunyregan, a pumping platform, sluice gates, land raising at Cottage and associated drainage works.

The scheme is being constructed by the regional staff of the Office of Public Works. Work began in August 2021 and to date the construction of the embankment is 100% complete. Twin culverts and associated sluices have been installed on the Cappavilla stream and works on the main sluice on the Illaunyregan stream has also been completed. The pumping platform is nearing completion and the Pump Station (2 No. permanent pumps) itself is envisaged to be completed during May/June 2023. The pump sump is completed and the associated pipework, trash screens, ladder and handrails are to follow now. All pumps and pipework have been delivered. Fencing, drainage channels, ramps, lighting and landscaping remain to be completed.

During a flood event in January 2023, the Shannon Municipal District Office deployed a team to the Springfield area and implemented the Operational Plan for a flood event. The sluices were operated, the penstocks closed and temporary emergency pumps were used during this period while the permanent pumps are not installed yet. This was a good opportunity for the operational staff to get to know the scheme and the future operation thereof.

Due to unfavourable ground conditions during the wet season, site work was suspended over the winter period. Works on the construction aspect of the project recommenced in late March 2023.

Ground water monitoring is ongoing, and a geophysical survey has been done. Environmental monitoring is also being carried out in accordance with our environmental obligations and to protect the environment. Clare County Council continue to engage with all local representatives and stakeholders to ensure that this project is delivered to a high standard and with the minimum impact on the local community.

Springfield FRS - Progress Update July 2022

Construction is progressing well on the Springfield Flood Relief Scheme since works recommenced in April 2022. The scheme is being constructed by the regional staff of the Office of Public Works.

The construction of the embankment is now nearing 90% complete, with just a small section of embankment to be completed surrounding the new culverts. The embankment were grass seeded on the shannon side in late August. Twin culverts and associated sluices have been installed on the Cappavilla stream and works on the main sluice gates on the Illaunyregan stream are well advanced with the concrete culverts installed and the headwalls ongoing. Large sluice gates have been ordered and are expected to be installed before the end of September. Works remaining include the procurment pipework to discharge flood waters which is scheduled for October and 2no. large pumps which are due to be delivered in November.

Generally, most of the imported materials are now onsite and the impact to local traffic is now at much reduced. A traffic management plan remains in place a to minimize the impact of site deliveries on the local community around Clonlara.

Groundwater monitoring is continuing, and a geophysical survey has recently been completed.

Environmental monitoring is also being carried out in accordance with our environmental obligations and to protect the environment. Clare County Council continue to engage with all local representatives and stakeholders to ensure that this project is delivered to a high standard and with the minimum impact on the local community.

The scheme has been designed by engineering consultants ByrneLooby on behalf of Clare County Council with the assistance of the Office of Public Works. The OPW are funding the project as part of their commitment to the provision of capital funding for flood schemes under the National Development Plan. When completed the scheme will provide flood protection to 21 properties that experienced a flood event in the past or are in danger of flooding.

The scheme consists of the construction of an 850m long flood defence embankment across the floodplain at Cappavilla North and Illaunyregan, a pumping platform, sluice gates, land raising at Cottage and associated drainage works. The scheme is being constructed by the regional staff of the Office of Public Works. Work began in August 2021 and to date the construction of the embankment is 65% complete. Twin culverts and associated sluices have been installed on the Cappavilla stream and works on the main sluice on the Illaunyregan stream has commenced. The works involve the importation of large volumes of suitable embankment material by road and this work by its nature has an impact in the surrounding area. A traffic management plan is in place and regular sweeping and inspections of the roads is being carried out to minimize the impact of this on the local community around Clonlara.

Due to unfavourable ground conditions, site work is now suspended on the construction aspect of the project and will recommence when ground conditions improve. This is anticipated to be in late March or April 2022. The project team have progressed ancillary tasks to ensure that the construction team are ready to recommence once ground conditions allow and over the winter the procurement of large culverts and sluice gates has been progressing.
