Project Background
The Sandymount Flood Alleviation Scheme originates from comprehensive assessments conducted in compliance with the European Union Floods Directive, specifically within the framework of the Eastern Catchment Flood Risk Assessment and Management (CFRAM) Study. This initiative is led by Dublin City Council (DCC) together with the Office of Public Works (OPW), aligning with both EU directives and national flood management strategies.
The Scheme is funded as part of the Government’s commitment of €1.3bn for the delivery of flood relief measures under the National Development Plan reflecting its strategic importance in enhancing Ireland's resilience to flood-related challenges. This approach demonstrates a coordinated response to flood risk, integrating local needs with national planning and European environmental directives.
The primary goal of the Sandymount Flood Alleviation Scheme is to design and implement a flood protection plan that addresses various types of flooding, including fluvial (river) flooding, pluvial (rainwater) flooding, coastal inundation and wave overtopping, surface water flooding, and drainage network flooding.
The Project Team will be undertaking non-statutory public consultation periods known as Public Participation Days (PPD) for the Scheme. The first consultation will seek to gather initial views from the public and other interested parties. The second event will present Potential Options, and the third will seek feedback to advance the design through to the third event where we will present the Preferred Option.
This will conclude with submissions for the necessary statutory consents in 2027.

Why is the project needed?
Sandymount is one of Dublin City’s areas most vulnerable to coastal flooding. That risk is continuing to increase as Climate Change progresses and potentially accelerates in the coming decades.
In order to assess the flood risk (coastal, pluvial, fluvial) in Sandymount, Dublin City Council in association with the OPW have initiated the Sandymount Flood Alleviation Scheme.
To publicly launch the Sandymount Flood Alleviation Scheme Project and engage with the community, a Public Participation Day is scheduled for 30th April 2025, where the project team will share more details.
