Springfield FRS - Progress Update February 2022

Construction work is now well advanced on the Springfield Flood Relief Scheme and the project is now 55% complete. The scheme has been designed by engineering consultants ByrneLooby on behalf of Clare County Council with the assistance of the Office of Public Works. The OPW are funding the project as part of their commitment to the provision of capital funding for flood schemes under the National Development Plan. When completed the scheme will provide flood protection to 21 properties that experienced a flood event in the past or are in danger of flooding.

The scheme consists of the construction of an 850m long flood defence embankment across the floodplain at Cappavilla North and Illaunyregan, a pumping platform, sluice gates, land raising at Cottage and associated drainage works. The scheme is being constructed by the regional staff of the Office of Public Works. Work began in August 2021 and to date the construction of the embankment is 65% complete. Twin culverts and associated sluices have been installed on the Cappavilla stream and works on the main sluice on the Illaunyregan stream has commenced. The works involve the importation of large volumes of suitable embankment material by road and this work by its nature has an impact in the surrounding area. A traffic management plan is in place and regular sweeping and inspections of the roads is being carried out to minimize the impact of this on the local community around Clonlara.

Due to unfavourable ground conditions, site work is now suspended on the construction aspect of the project and will recommence when ground conditions improve. This is anticipated to be in late March or April 2022. The project team have progressed ancillary tasks to ensure that the construction team are ready to recommence once ground conditions allow and over the winter the procurement of large culverts and sluice gates has been progressing.

Ground water monitoring is continuing, and a geophysical survey has commenced on site. Environmental monitoring is also being carried out in accordance with our environmental obligations and to protect the environment. Clare County Council continue to engage with all local representatives and stakeholders to ensure that this project is delivered to a high standard and with the minimum impact on the local community.
