Project Timeframe

 

The main objectives of each of the stages are detailed below.

 

Stage (1) - Options Assessemnt, Scheme Development and Preliminary Design: 

  • Gather data, identify and procure surveys required to fill information gaps.

  • Hydrological and hydraulic analysis for the existing fluvial systems and calibrate them with latest data.

  • Assess options and develop an affordable cost beneficial scheme.

  • Progress design of preferred scheme option.

  • Environmental screening and surveys to meet statutory requirements.

  • Public, landowner and stakeholder engagement.

 

Stage (2) - Planning / Development Consent Process: 

Securing planning & foreshore consents will incorporate the following approach:

  • Coordination of consultation with statutory bodies and Planning Authority (Wexford County Council/ABP)/Dept.
  • Preparation and coordination of application documentation including:
    • Planning /Foreshore Application Forms and Public Notices.
    • Comprehensive Planning Report for planning consent and Foreshore Report for Foreshore Licence application.
    • Identification and preparation of robust and scientifically sound supporting documentation (e.g., AA and EIA, Screenings NIS, EIAR, MMRA).
    • Preparation of CPO documentation and liaison with land owners.
  • Submission of planning application and CPO documentation to Competent Authorities.
  • Submission of Foreshore Licence application documentation in line the Foreshore Act 1933 (as amended)  or as per the requirements of the Maritime Area Consent, once the MAPB 2021 has been enacted.

 

Stage (3) - Detailed Construction Design and Tender:

During this stage the Project Team will:

  • Address key design issues during Stage 1 to ensure viability and by simplifying the design completion in Stage 3. 
  • Complete ground investigation and utilities surveys to support design completion. 
  • Finalise construction details, landscape features, incorporating Planning constraints, environmental enhancements, and modifications. 
  • Work with all third parties and stakeholders to finalise design.
  • Determine the procurement route to be taken to procure a works contractor.  
  • Prepare and advertise the tender documents and requirements for contractors returns. 
  • Tender Assessment to ensure the Most Economically Advantageous Tender (MEAT). 
  • Assess the competence of the Tenderers to act as the Project Supervisor Construction Stage (PSCS).

 

Stage (4) - Construction:

Scheme Construction works will commence on site and be managed by the Project Team and Steering Group. The aim of stage 5 is to manage the construction process, ensuring the community and stakeholders continue to enjoy suitable levels of engagement and to minimise disruption.  To that end we will continue to update the website and provide newsletters as required.

 

Stage (5) - Handover of Works:

  • Construction Complete.
  • Operation & Maintenance Training for TCC staff.
  • Safety file.
  • Compile the list of snags and defects and notify the contractor of repair works required. 
  • TCC take charge of works.
