How did we get here?

The Office of Public Works (OPW), working in partnership with Wexford County Council and other Local Authorities, commissioned and have completed the South-eastern Catchment Flood Risk Assessment and Management (CFRAM) Study. The objectives of the CFRAM Study were to:
− Identify and map the existing and potential future flood hazard risks within the CFRAM Study Area,
− Assess and map the existing and potential future flood risks within the CFRAM Study Area,
− Identify viable structural and non-structural options and measures for the effective and sustainable management of flood risk in the Areas for Further Assessment (AFAs) and within the CFRAM Study Area as a whole,
− Prepare a set of Flood Risk Management Plans (FRMPs) for the CFRAM Study Area, associated Strategic Environmental Assessment, and, as necessary, Habitats Directive Assessment. These assessments set out policies, strategies, measures and actions that should be pursued by the relevant bodies, e.g. the OPW, Local Authorities and other Stakeholders, to achieve the most cost-effective and sustainable management of existing and potential future flood risk within the Study Area.

The South-eastern CFRAM Study Area included Wexford Town and Environs as an AFA and concluded that a flood relief scheme would be viable and effective for the community.

The option for Wexford Town and Environs, as identified at the CFRAM level of assessment, included the construction of new walls and embankments and improvement of channel conveyance. The CFRAM Study did not address the risk from watercourses with a catchment of <1km2 however wave overtopping of the coastal embankments was considered and the CFRAM study did include an assessment of the risk from wave overtopping. Overtopping maps were prepared for Wexford Town. 

Nicholas O’Dwyer Limited (NOD) has been commissioned to carry out the Wexford Town FRS by Wexford County Council (WCC), working in partnership with the Office of Public Works (OPW). The objective of Wexford Town Flood Relief Scheme (FRS) project is the identification, design, and submission (for planning consent) of a Flood Relief Scheme, that is technically, socially, environmentally, and economically acceptable, to alleviate the risk of flooding to the Community of Wexford Town & Environs to a determined Standard of Protection, and to procure, manage and oversee the construction of that Scheme. The project consists of five stages, e.g. preliminary design, detailed design, tendering, construction and handover.
