Project Funding

The Sandymount Flood Alleviation Scheme is funded as part of the Government’s commitment of €1.3bn for the delivery of flood relief measures under the National Development Plan reflecting its strategic importance in enhancing Ireland's resilience to flood-related challenges. This approach demonstrates a coordinated response to flood risk, integrating local needs with national planning and European environmental directives. 

Public infrastructure projects in Ireland, such as the Sandymount Flood Alleviation Scheme, follow a structured funding process:

1. National Development Plan: The scheme is part of the Flood Relief Programme under the National Development Plan 2021-2030, demonstrating its alignment with national strategic objectives.  
2. Office of Public Works (OPW) Funding: The OPW, as the primary state agency responsible for flood risk management, fully funds the project through its dedicated budget allocation.  
3. Exchequer Dependency: Despite OPW funding, the project ultimately relies on Exchequer funding, which is the central fund of the Irish government. This underscores the importance of national fiscal policy and budget allocations in determining project viability.  
4. Conditional Approval: The project's progression is contingent upon two critical factors: a) Obtaining planning permission approval, ensuring compliance with local and national planning regulations. b) Government approval of the Business Case, which demonstrates the project's economic viability and societal benefits.  
5. Phased Funding Release: Upon meeting these conditions, the project will proceed, with funds released in phases as per the government's budgetary processes and project milestones.  

This funding structure reflects Ireland's approach to public infrastructure investment, emphasising strategic planning, regulatory compliance, and fiscal responsibility in the allocation of public resources for critical flood alleviation projects. 

Project Sponsors

The Sandymount Flood Alleviation Scheme is led by the Dublin City Council (DCC) together with the Office of Public Works (OPW). 

Project Sponsors include:
